Who We Are
Bostonia was founded in 1998 to provide real estate and energy financings in the federal sector. The firm has expanded its services and industry coverage and has provided over $15B in financings for a range of real estate, energy, and sustainable infrastructure assets for both government and private clients. The firm prides itself on integrity and innovation with a focus on client service and partnerships, and its principals have created or participated in many financings, programs, and credit structures that were the first of their kind.
Anita P. Molino
Ms. Molino is a co-founder and the Managing Partner at Bostonia Partners and has over 30 years of experience as an investment banker and finance professional. Ms. Molino has extensive capital markets experience focusing on real estate, energy, domestic project finance, and securitization markets. She has an extensive and unique background with securitizations and asset-backed financings, working with governments, corporations, real estate and energy clients, and has pioneered the introduction of a variety of credits into the capital markets. Ms. Molino has also served in the capacity of Financial Advisor and Investment Banker to several State, Municipal, and U.S. Government agencies on a variety of privatizations and public-private partnerships that involve securitizations. She has been involved with over $3.5 billion of highly structured project financings.
Ms. Molino formerly served on the Federal Energy Management Action Committee, which was established by Executive Order 12123, to provide advice and guidance to the Department of Energy in achieving the energy efficiency goals of the Energy Policy Act of 2005. She has also served as a member of the planning committee for GovEnergy and is currently serving as co-chair of the Energy Council of the Association of Defense Communities, as well as most recently Chair of the National Council for Public-Private Partnerships where she currently serves as Chair of the Energy Institute. Ms. Molino is a member of the Urban Land Institute where she serves on the Public Development and Infrastructure Council. Ms. Molino is a frequent speaker and guest lecturer at various industry conferences, and author of articles in trade publications on various financial topics including her contribution to Urban Land Institute’s “Green Office Buildings, A Practical Guide to Development”, 2005. Ms. Molino received her undergraduate degree in Electrical Engineering from Copenhagen University, Denmark and her master’s degree in Industrial Technology from Northeastern University in Boston, Massachusetts.

Peter Y. Flynn
Peter Y. Flynn has over 20 years experience in law and finance and is a co-founder of the firm. Mr. Flynn is experienced in the financing of energy efficiency, distributed generation and renewable energy projects, as well as project finance, real estate finance, securitization and public private partnerships. At Bostonia, Mr. Flynn has structured and placed over $2 billion in federal, municipal and commercial energy projects. Mr. Flynn was lead banker on two of the largest Federal energy projects, a $102 million project for the US Navy in Japan (partially denominated in Yen) and a $207 million micro grid project for the Food and Drug Administration. In addition, Mr. Flynn was lead banker for an innovative project combining energy efficiency and solar PV for the US Army at the White Sands Missile Range in New Mexico. Mr. Flynn recently completed Bostonia’s first cross-border commercial energy financing for a college in Ontario, Canada. Mr. Flynn is a frequent speaker on topics including financing of energy and real estate projects. He is the co-author of the article “Unique Issues Associated with Financing Federal Government Receivables” that appeared in The Journal of Structured Finance. Mr. Flynn serves as a member of ACORE’s National Defense and Security Advisory Committee. Mr. Flynn is a graduate of Boston University School of Law and Syracuse University where he graduated Magna Cum Laude and Phi Beta Kappa.

Thomas F. Dooney
Thomas F. Dooney has over 30 years experience as an investment banker and professional manager in the financial services industry. Mr. Dooney has served in numerous executive management roles including Managing Director and Co-Head of the Municipal Group of First Union Securities, Inc., President and Chief Executive Officer of CoreStates Securities Corp, Managing Director of Bear, Stearns & Co. Inc., and a Product Manager of Market Axess, an internet based trading platform created by eight global dealers. He is a graduate of The Wharton School of the University of Pennsylvania.

Josh R. Evans
Josh R. Evans has over 11 years of professional experience and acts as the firm’s Senior Analyst. Mr. Evans has been the lead analyst on more than $1.5 billion in real estate and energy transactions. He played an integral role in the securitization of one of the largest ever Federal energy savings performance contracts, a $195 million project at the FDA White Oak campus. He is experienced in designing and analyzing financial models specifically tailored to include the characteristics unique to energy, real estate, federal, and municipal transactions. Mr. Evans is the National Federal Development Association’s Regional Director for the New England Region and has presented on real estate and renewable energy topics at the National League of Cities and GovEnergy conferences. Mr. Evans holds a Bachelor of Science degree from James Madison University and a Masters of Business Administration from Georgetown University.

Scott J. Foster
Scott J. Foster has over 20 years of experience in federal energy and infrastructure project finance. Over the course of his career, Mr. Foster has completed over $4 billion of financings covering all asset classes essential to the U.S. Government. Marquee projects spearheaded by Mr. Foster include: commercial scale biomass cogeneration for DOE’s Savannah River Site, biomass gasification for Oak Ridge National Laboratory (ORNL), renewable Energy Savings Agreement (ESA) to lower the cost of power for the United States Coast Guard in Puerto Rico, renewable ESA to reduce energy costs for the United States Army in Texas, financing for submarine Fiber Optic System for US Army Kwajalein Atoll (USAKA), and financing for DOE’s ORNL Titan Cray supercomputer project, the most powerful computer in the U.S. and second most powerful in the world.
Most recently, Mr. Foster was Senior Vice President and Managing Director of the Federal Business Unit at Hannon Armstrong Sustainable Infrastructure (HASI), where he directed the origination and financing of energy efficiency projects, renewable energy investments, information technology and telecommunication programs, transportation, modular buildings, and other federal government projects. Prior to HASI, Mr. Foster was Vice President of Vendor Financial Services at GE Capital.
Mr. Foster has an in-depth understanding of government financing and complex financial transactions, and is a frequent speaker on financing government infrastructure projects. Mr. Foster is the author of “Financing Large Infrastructure Projects” published in Submarine Telecoms Forum Magazine, and is the co-author of two papers presented at ASME Small Modular Reactors Symposiums: “The Business Case for Small Modular Reactors (SMRs)” and “The U.S. Federal Market as an Early Adopter of SMRs.”
Mr. Foster holds a Bachelor of Arts degree and a Masters of Business Administration from Marymount University, and is a Certified Public Accountant. Mr. Foster also served in the U.S. Navy/Naval Security Group, Minnesota Army Reserve National Guard, and the Virginia Army Reserve National Guard.

Ted Jenkins is a highly creative investment banking professional with over 30 years of experience in advising, structuring, and arranging large fixed-asset financings across a wide variety of products. His experience includes leading innovative and market-based financing structures for equipment leasing, asset sales, utility property, renewable energy projects, film financing, like-kind exchanges, state tax credits, and global vendor financing programs. He is focused on implementing tax and balance sheet oriented structures to expand the firm’s expertise in financing energy and sustainable infrastructure assets for utilities, energy service companies (ESCOs) and their distributed generation customers.
Prior to joining Bostonia, Mr. Jenkins was a Group Managing Director at PNC Equipment Finance for 4-years where he led a team offering advisory services to all industries as well as origination in the utility, energy, and financial services sectors. Prior to PNC, Mr. Jenkins was Founder and Group Managing Director of Global Structured Finance Advisors for 10-years, an independent FINRA registered boutique advisory firm representing both investors and issuers. Prior to GSF Advisors, Mr. Jenkins held Executive and/or Partner positions with PricewaterhouseCoopers’ Global Structured Finance Group, and BTM Capital Corporation.
He is a graduate of Colby College with a Bachelor of Arts degree in Mathematics and Economics and is a FINRA-Licensed Investment Banking and General Securities Representative and Principal.

Jesse G. Kula
Jesse G. Kula has over 12 years of experience in the financial services industry and is a Senior Director with Bostonia Partners, LLC (“Bostonia”), where he provides advisory, structuring, and placement services for clients with energy efficiency, renewable and alternative energy, and distributed generation projects. Since joining Bostonia’s Sustainable Infrastructure Group, Mr. Kula has worked on over $1 billion of energy infrastructure transactions, including energy efficiency, renewable and alternative energy, and distributed generation projects, for various project developers and owners, energy services companies, construction companies, and other solution providers focused primarily in the C&I and MUSH market sectors. Mr. Kula works closely with clients to provide unbiased and well-developed financing vehicles based upon understanding the unique needs and objectives of every transaction and by leveraging Bostonia’s extensive network of capital providers to deliver market driven solutions.
Mr. Kula is a Series 79 FINRA Registered Investment Banker and holds a Bachelor of Arts degree, magna cum laude, in English from Northeastern University and a Master of Business Administration from Boston University’s Questrom School of Business.

All of us at Bostonia Partners are saddened by the passing of our good friend and colleague Mark White on February 1, 2021.
Mark was a beloved member of the Bostonia family for over 10 years. He made tremendous contributions to our work – leading many important initiatives for the team with his highly valued creativity and innovation. Mark approached his work and his life with incomparable kindness, wit and the ability to see the positive aspects of life in any situation. Mark never hesitated to support his colleagues in all of their endeavors both professionally and personally, and he was often a mentor to those at the beginning of their careers. We know our clients and partners experienced these qualities in him as well.
Mark will be dearly missed by all of us, and we share our deepest condolences with his beloved family and his many, many friends. May his memory provide peace and comfort to all.
